She was born in 1979 in Ordu. During his primary and secondary education, she studied in İzmir, Siirt and Giresun, respectively. In 1996, he graduated from Ankara Atatürk Anatolian High School.
She graduated as the third in the Faculty of Economics and Administrative Sciences of Bilkent University. In 2000, she was accepted to the University of Michigan doctorate in economics with a scholarship. She changed her field of stufy and began a doctorate in business administration at the University of Texas; as a research assistant.
After completing her master's degree on Accounting and Information Systems at the same university, she worked at the Center for Statistics, Economic and Social Research and Education of Islamic Countries (SESRIC), one of the organizations of the Organization of Islamic Cooperation (OIC).
Prior to her appointment, Selçuk was the Statistics and Information Director of the Organization of Islamic Cooperation, where she coordinated several projects and capacity building programs geared towards Sustainable Development Goals.
She prepared socio-economic databases, questionnaires and reports on various topics such as gender, demography, labour, multidimensional poverty measures, education and innovation, information performance systems, banking and finance, development assistance.
Selçuk is also active in the field of civil society. She is fluent in English and married.
